OKX Crypto Exchange
OKX Crypto Exchange Licenses: A Clear 2026 Guide
The OKX crypto exchange has one of the more complicated regulatory histories in the industry. It grew up offshore, built a large derivatives business with no licenses in most of the countries it served, and then spent 2023 to 2026 assembling licenses in Europe, Dubai and Singapore while settling with the US Department of Justice. To understand where the exchange stands today, you need both sides of that record. This guide puts them in date order.
The scope is deliberate: history and licensing only. You will not find a fee table, a rating or a recommendation here.
What the OKX crypto exchange is
OKX is a global spot and derivatives exchange that also runs a self-custody wallet and other Web3 products. The group traces its origins to OK Group, founded by Star Xu. The official OKX website describes exchange and Web3 products; jurisdiction-specific terms identify the provider for each service.

Like every large exchange, the OKX crypto exchange is a group of legal entities. The app looks the same everywhere. The company behind a customer’s account, and the regulator that supervises it, change with the country.

2013 to 2021: from OKCoin to OKEx
Star Xu founded OKCoin in 2013 as one of the early exchanges trading Chinese yuan for bitcoin. The international platform launched in 2017 as OKEx, and the business grew around crypto derivatives sold to customers worldwide.
Malta appears early in the story. On 11 April 2018 the company announced an expansion to Malta, citing the country’s work on a regulatory framework for blockchain businesses. That decision paid off seven years later, as you will see below.
For most of this period the OKX crypto exchange served a global audience from offshore entities. One detail would come back in 2025: the company had a written policy since 2017 that barred US persons from using its exchange.
2022: the OKX name
In January 2022 OKEx rebranded to OKX. A second step followed: OK Group began retiring the separate Okcoin brand and moving those businesses under the same name, starting with Singapore and then Europe and the United States.
The rename matters for anyone researching licenses. Older registrations and news reports may use the names OKEx or Okcoin, so a search under the current name alone can miss part of the history.

2023 to 2024: building a licensed footprint
The licensing push gathered speed in 2023. It did not move in a straight line.
Dubai: preparatory license to full operation
Dubai was the first major market where the OKX crypto exchange pursued a full crypto license. VARA’s preparatory-licence announcement documents the Dubai subsidiary’s June 2023 approval. In January 2024 VARA awarded a VASP license for exchange services, which was non-operational until the company met VARA’s remaining conditions and localization requirements. Full operational clearance followed, and the Dubai exchange launched on 10 October 2024.
The VARA record for OKX Middle East Fintech FZE lists an active licence under reference VL/23/12/003, issued on 17 September 2024. Activities include exchange services with VA derivatives, broker-dealer services, lending and borrowing, and management and investment services. Current conditions permit institutional, qualified and retail investors for margin trading and for derivatives under a VA Derivatives Limited Licence. Collateral optimisation remains limited to institutional and qualified investors. Product conditions must be checked separately.

Hong Kong: an application withdrawn
Hong Kong went the other way. The company applied for a virtual asset trading license there in 2023, then withdrew its application on 24 May 2024, as recorded in the SFC’s platform application lists and stopped offering centralized trading to Hong Kong residents from 31 May 2024. Its self-custody wallet services continued in the city.
Canada: a pause
In 2023 the exchange also temporarily halted operations in Canada, while saying it remained committed to working with the Ontario Securities Commission.
Singapore: a two-stage license
Singapore uses a two-stage process. OKX SG Pte. Ltd. announced in-principle approval for a Major Payment Institution (MPI) license from the Monetary Authority of Singapore on 13 March 2024. The full license was granted on 2 September 2024. The MAS directory entry for OKX SG Pte. Ltd. confirms Major Payment Institution status for digital payment token services and cross-border money transfers. Until then, the OKX crypto exchange had operated in Singapore under the transitional exemption in the Payment Services regulations.
New local launches
The group also opened local exchanges in Brazil in late 2023 and in Australia and the Netherlands during 2024.
January 2025: MiCA from Malta
The Malta decision of 2018 is the reason the OKX crypto exchange reached MiCA early. Before applying, the group already held a Class 4 Virtual Financial Assets license from the Malta Financial Services Authority (MFSA), the highest category under Malta’s earlier crypto regime. Its European general manager said the step up from that license to MiCA was relatively small.
The timeline was short. The company picked Malta as its MiCA hub in July 2024, filed a full application on 1 September 2024, received pre-authorization on 22 January 2025 and received its full MiCA licence on 27 January 2025, according to its MiCA announcement. The license is held by OKX Europe Limited and lets the OKX crypto exchange passport its services to the European Economic Area. The company described itself as the first Virtual Financial Assets exchange to receive MiCA pre-authorization.
For an exchange growth team, the lesson is plain. A license won under an older national regime can become a head start when a regional framework replaces it.

February 2025: the US guilty plea
The same quarter brought the most serious item in the record.
For communications teams, Sigma’s crypto PR guide provides related guidance on media planning. Report enforcement events alongside licence approvals with clear entity names and dates.
On 24 February 2025 Aux Cayes FinTech Co. Ltd., the Seychelles-based operator of the OKX crypto exchange, pleaded guilty in Manhattan federal court to one count of operating an unlicensed money transmitting business. The penalties came to more than $504 million: a criminal fine of about $84.4 million and forfeiture of about $420.3 million in fees earned from US customers.
The DOJ’s plea announcement states that the company knew it had to register with FinCEN as a money services business because it served US customers, and chose not to. Prosecutors said that from 2018 through early 2024 the platform was used for more than $5 billion of suspicious transactions and criminal proceeds, despite the 2017 policy barring US users. The exchange said the issue came from legacy compliance gaps, noted that it had cooperated, and agreed to keep an outside compliance consultant at its own cost through February 2027.

April 2025: a licensed US relaunch
Two months after the plea, the OKX crypto exchange relaunched in the United States through its US entity, OKX INC. (formerly OKCoin USA Inc.). Its 16 April 2025 US launch announcement described the exchange and wallet rollout for eligible US customers, set up a regional headquarters in San Jose, California, and began with a phased rollout ahead of a wider national launch. The US platform operates through a separate local entity. The company’s US licences page lists state money transmitter permissions and exclusions. Federal MSB registration is a separate AML requirement and does not replace state licences or establish nationwide product availability.

Reading the OKX crypto exchange’s licenses carefully
This record teaches more than most because both halves are visible.
A license is local. The MiCA license covers the Maltese entity and the EEA. The VARA licence covers Dubai. Neither says anything about how the offshore global platform was run in earlier years, which is exactly what the US case examined.
For another example of entity-specific licensing, read our guide to the Coinbase crypto exchange and its regulatory history.
Conditions matter as much as the licence. The current Dubai record permits retail access to margin and derivatives under specified permissions, while collateral optimisation is restricted to institutional and qualified investors. The word “licensed” does not mean every product is open to every customer.
Withdrawals and pauses belong in the record. Hong Kong and Canada show that an exchange can apply, pause or step back, and a license table that lists only approvals hides that.
A past enforcement case does not cancel present licenses, and present licenses do not erase the case. Readers should weigh both, and check the monitor period that runs to February 2027.
And no license removes market risk. Supervision governs how a firm behaves, not the result of a trade.
Licensing and technical assessments address different risks. Read more about crypto audit services; an audit does not grant regulatory permission or guarantee exchange solvency.
How to verify an OKX crypto exchange license yourself
Use ESMA’s MiCA registers and the MFSA Financial Services Register for the Maltese entity. Check the VARA and MAS entity records linked above. For the US entity, consult FinCEN’s MSB search and the applicable state registers separately. Match the exact entity, status, activities and restrictions; the company’s licence list is a starting point for verification.
